Requesting SLI and/or CART Services

Sign Language Interpreting (SLI) and/or Communication Access Real Time Translation (CART) Services

As a covered entity under Title II of the Americans with Disabilities Act, the City of Los Angeles does not discriminate on the basis of disability and, upon request, will provide reasonable accommodation to ensure equal access to its programs, services and activities. 

To ensure availability, you are advised to make your request at least 72 hours prior to your scheduled event.  Due to the difficulties in securing Sign Language Interpreters and Realtime Captioners, five (5) or more business days notice is strongly recommended.

Due to the limited number of in-person interpreters and captioners, requests for in-person sign language interpreting and real-time captioning services are limited. If possible, even if your event is being held onsite, please select the options for remote interpretation or CART services that requires a video conferencing platform (i.e. Google Meet, GoToMeeting, Microsoft Teams, Skype, Zoom).  Checking the option for remote interpretation or CART services, greatly increases the chances of the request being filled.  An E-Mail confirmation will be sent to the requesting E-mail address.

A captioner travels to the event, lecture or meeting. The captioner comes prepared with their stenotype machine and computer. The captioner listens to the audio and captions everything they hear. The captions are then displayed on the requestor/host’s screen, projector or computer.
The hosting department will need to provide the captioner with WiFi login information. The hosting department will provide a projector or monitor with a cable connection, usually HDMI, to captioner’s seating to display the captions onsite and in real time.
The hosting department will need to provide the captioner with WiFi login information. For display on monitor or projector, host must provide that equipment and also must have their own laptop: StreamText is an online platform option for delivering realtime captions. A StreamText link will be provided to the host to view the captions. The link can be opened on phones, tablets, or laptops to display captions. The host has the option to provide the link to multiple devices or attendees/participants. The host can also display captions on a monitor or projector; for this, the host needs a laptop which they would then hook to monitor/projector. Additionally, a small app called StreamCast can be downloaded on host’s laptop if overlay captions are desired onto a PowerPoint or other program.
Remote captioning involves the audio from the speaker being sent to a captioner in a remote location (usually through the internet or telephone), and then the captions are sent back (through the Internet) to the individual or venue via a web-enabled device (such as mobile or laptop). *Hosting department is required to provide platform such as Zoom, Google Team, GoToMeeting, Microsoft Teams, audio conference, or other video meeting access information such as Bridge Number, Zoom Meeting Dial-In Numbers, Meeting ID, and Passcode. *StreamText is an online platform option for delivering realtime captions.
